I don't believe so.  The attachment points are different.

I wonder if the plunger from a 31 would fit the loading lever part from a 36 police? Would also need to sleeve the barrel lug like you say but it would make an interesting conversion
You would only need to turn the ram down 1/4, 3/8" where it enters the cylinder, ala the '61. The '61 barrel has the same size ram hole as a '60.
